Tool Bars keep reappearing?

You can permanently delete the toolbars that are not Internet Explorer built-in toolbars via Start->Control Panel->Add or Remove Programs (Programs and Features under Vista). If you don't want to delete the toolbar but make sure it doesn't show, then click Tools, click Manage Add-ons and disable the toolbar. Later if you decide you want to see the toolbar again, then go back to Manage Add-ons and enable the toolbar.
