Are people in Eastern Europe unfriendly compared to Western Europeans?

The truth is that people in Prague aand Czech Republic and other similar countries don't smile a lot. Most of the people are not nasty or rude, but you can see there a lot of nasty and rude english tourists. They are not very friendly and usually don't like when they have to talk with other strange person. It doesn't really matter weather you are foreigner or not, but in eastern europe people like foreigners more than in western.
